Council approves brownfield designation process for proposed 18.5‑acre Trejo MP Cutler Bay project

The council voted to advance a brownfield designation process for a proposed mixed‑use redevelopment on roughly 18.5 acres along Southwest 216th Street, a step the applicant said is needed to access state cleanup incentives and make the project financially viable.

Brett Bridal, counsel for the applicant Trejo MP Cutler Bay LLC, described the site assessment history, arsenic as the primary contaminant of concern in soil and groundwater, and the proposed project program: 322 residential units with 120 set aside for seniors, workforce and priority units for essential workers; roughly 25,000 square feet of medical office space and 24,000 square feet of retail/restaurant space; and a 3.4‑acre linear park. Bridal said groundwater at the site appears to be contained within the property, and the applicant will use a soil management plan approved by Miami‑Dade County to manage contaminated soil during redevelopment.

Bridal told the council the designation requires a subsequent cleanup agreement with Miami‑Dade County and a Brownfield advisory committee that will include community representatives and staff. The council approved moving the brownfield designation process forward; the applicant will return for a second statutorily required public hearing on Sept. 16.

Council members asked few questions, and staff confirmed public notice and community outreach including a June 22 community meeting and property posting. Bridal said the applicant has provided a summary of projected funding sources and financial assurance for cleanup and redevelopment.
