The Admin & Finance Standing Committee on April 27 reviewed a draft resolution to create a Main Street Committee and debated how best to define the program area.
The committee chair credited Chelsea for drafting the proposal and reported multiple rounds of edits from the Main Street group and a review by Jenison. Members debated whether to attach a map to the resolution or to reference the downtown master plan or zoning documents so the resolution would not require amendment if planning boundaries change.
One committee member said referencing the planning documents would ‘‘accomplish that’’ flexibility and avoid repeated edits. Members emphasized that parts of the Urban Renewal District and areas south of 19th Street do not qualify for Main Street grants, and they discussed including nearby commercial corridors (Hauser, Oaks, Billers) while avoiding areas that would disqualify grant eligibility.
The committee asked staff to verify whether 11th Street and City Hall should be included because of their centrality, and to confirm whether a one-block buffer off Main (side streets) was part of the previously adopted planning map. Staff said they would verify the map and update the resolution exhibit if necessary; edits will be shared with the city attorney and planning staff before the matter goes to council.
