Cotter School District board approves photo‑ID system, therapy MOU, staff actions and student transfers

Superintendent Jones reviewed the district’s May financial reports and recommended the board approve them; the board voted unanimously to accept the reports after a motion from Board member Russel Duggins and a second from Cameron Ross.
The board approved a five‑year quote for a Photo ID system from SCG/Badgehub totaling $15,445.28. Superintendent Jones said the purchase will be paid from the Stronger Connections grant; Cameron Ross moved approval, Jimmy Morgan seconded, and the motion carried unanimously.
Also approved was a Memorandum of Understanding with Chenal Therapy for the 2026–2027 school year. Superintendent Jones presented the MOU and the board approved it by unanimous vote after a motion from Jimmy Morgan and a second from Russel Duggins.
The board voted to authorize purchasing K–12 school supplies for the 2026–2027 school year as presented. The motion was made by Cameron Ross, seconded by Russel Duggins, and passed unanimously.
Following an executive session from 7:15 p.m. to 9:21 p.m., the board approved the Superintendent’s Personnel Report. The motion to approve the personnel recommendations was made by Cameron Ross and seconded by Andy Slater and carried unanimously.
As part of personnel actions, the board approved a one‑time $1,500 stipend for girls softball coach Jarod Jefferson. The recommendation was made by Superintendent Jones; Jimmy Morgan moved approval, Russel Duggins seconded, and the motion passed unanimously.
The board also approved multiple School Choice transfer requests presented by Superintendent Jones: five students into Cotter from Mountain Home School District, one student into Cotter from Yellville/Summit School District, four Cotter students transferring to Mountain Home School District, and one Cotter student transferring to Flippin School District. The transfers were approved unanimously on a motion by Russel Duggins with a second from Jimmy Morgan.
Superintendent Jones presented two petitions for transfer of students into Cotter from Mountain Home; the board approved both petitions after a motion by Jimmy Morgan and a second by Cameron Ross.
The meeting adjourned at 9:24 p.m. after a motion from Jimmy Morgan and a second from Russel Duggins. The minutes are signed by Allen Franks, President, and Jimmy Morgan, Secretary.
