Trappe council approves ARPA-funded water-meter, fencing and sewer inspection contracts

The Trappe Town Council awarded ARPA-funded contracts for new water meters ($171,064.35), security fencing ($22,490) and sewer cleaning/inspection (up to $45,600, contingent on attorney revisions), and approved a small office furniture purchase, all by unanimous votes on Oct. 2.
Town Administrator Erin Braband announced that the town received multiple procurement responses for ARPA-funded infrastructure work and the council approved a package of contracts and purchases at its Oct. 2 meeting.
The most significant award was to LB Water for a full replacement of water meters and radio-read modules for the entire town, for $171,064.35, which Braband reported was the only bid received. Commissioner Michael Sullivan moved to award the project to LB Water and Commissioner Rose Potter seconded; the motion carried unanimously.
The council also approved a $22,490 contract with Chesapeake Fence to install security fencing that will enclose Well 4, Well 6 and the water tower together and then Well 5 separately. Commissioner Jeremy Newnam moved to award that contract and Commissioner Walter Chase seconded; the motion passed unanimously.
For sewer maintenance, Administrator Braband said Livingston Septic submitted a bid of $4,560 per day to clean and camera the town’s sewer mains, with an estimated 7–10 business days to complete the work and a maximum cost of $45,600. Commissioner Sullivan moved to award the project to Livingston Septic after the contract is revised and approved by Town Attorney Lyndsey Ryan; Commissioner Newnam seconded and the council approved the contingent award unanimously.
The council approved a $1,945.31 purchase from Amazon for a new desk, filing cabinets and chair for the water/wastewater office, to be paid from ARPA funds; Commissioner Rose Potter moved and Commissioner Michael Sullivan seconded the motion, which passed unanimously.
Administrator Braband told the council that staff had solicited bids for additional park and equipment needs. The council asked for one contractor to revise a playground mulch quote to include an extra layer of fabric and requested additional quotes and technical information for both new and used street sweepers before making a purchase decision.
The actions are part of the town’s use of ARPA funds for utility and public-works improvements; Attorney Lyndsey Ryan said she and Braband are also working on USDA project documents related to a pumping-station project and draft bond ordinances that the council expects to review in November.
The council discussed contract terms and asked the town attorney to revise the Livingston Septic agreement before final execution. No member voted against any of the awards.
