Commissioners debate deleting consent agenda, consider second public comment and rule changes

Committee member (speaker 1) moved at the start of the meeting to add a discussion of the agenda template and to move two budget amendments into new business, saying the consent agenda often only contains approval of the previous month’s minutes and that items deserved wider discussion. “Why don’t we delete the consent agenda… and replace it with approving the previous month’s minutes,” the committee member said.

The proposal included a separate public‑comment opportunity at the end of meetings so residents who arrive later can address the board. The committee member argued that putting all substantive items under old or new business would make discussions more transparent; opponents noted that lengthy agendas can delay meetings.

Staff member (speaker 4), who advised the board on procedure, said the town’s rules of procedure — adopted in 2010 and modeled on Robert’s Rules — allow flexibility. “Let’s take these changes and put them in the red line version of the rules so that everybody can see them and then come back and vote next month,” the staff member said, recommending the board review a marked‑up draft rather than rush a vote tonight.

Board members also discussed whether motions should require a second. The staff member noted the local rules do not always require a second, though under Robert’s Rules a motion without a second can fail. The board did not vote on any bylaws tonight; staff will prepare a redline and the item will return at the next meeting for formal consideration.

The discussion concluded with no formal change approved tonight; the board directed staff to draft and circulate proposed rule changes and to include the agenda‑template revisions on a future agenda for action.
