KAYSVILLE — The Kaysville City Council voted to adopt the Kaysville City Center Small Area Plan after a presentation and brief council discussion.
Liz, the plan presenter, reviewed a seven-goal implementation strategy for the city center, tying policies to actions, potential partners and funding tools. The plan’s goals include reestablishing the city center as a connected, walkable place with targeted pedestrian crossing improvements and curb extensions; reinforcing Main Street with ground-floor commercial and a civic plaza; preserving historic character through a range of preservation tools (with guidance in Appendix G); maintaining a human scale through tailored design standards; designing public spaces for everyday use and events; supporting local businesses with improved pedestrian access and phased reinvestment strategies; and guiding change with predictable application and zoning procedures.
Why it matters: The council will use the plan to guide land-use decisions, capital investments and pre-application discussions with applicants. Council members and staff repeatedly cited the plan as a tool to clarify city priorities for property owners and developers, and to support consistent decision-making across projects.
Council members praised the report’s appendices and the inclusion of funding and partner examples. Council member Jackson said the examples and packet materials were "very helpful," and staff confirmed the full plan and several large appendices were provided as attachments for public review.
The motion to approve adoption was made by Council member Hunt and seconded by Council member Jackson; the council voted to adopt the plan. The formal adoption authorizes the city to reference the Small Area Plan in future zoning, design-standard updates and capital-improvement prioritization.
What’s next: Staff may use the Small Area Plan during pre-application meetings and to align future zoning and grant requests with the plan’s priorities. The plan’s appendices — including Appendix G on preservation tiers — were highlighted as implementation references. No referendum or ballot action was required to adopt the plan; the council completed the adoption at the meeting and moved on to other agenda items.
