Crescent City advances fire station design development after detailed review of plans and cost alternates

The Crescent City Commission voted to advance the new EMS/fire station project into the construction-document phase after a detailed design-development presentation from the project architect and consultant team. The decision followed multi-topic discussion on site layout, alternates, costs, maintenance, and code-driven systems.
Architect Bob Taylor, who led the presentation, introduced consultants for civil, structural, mechanical and electrical systems and walked commissioners through the drawing set, base-bid scope and four bid alternates — including a third apparatus bay foundation, a south overhang, a source-capture system for apparatus exhaust and a grease-trap/oil-water separator plumbing alternate. Taylor said the team had reviewed life-safety details with the fire marshal and had attempted to package alternates so the base bid remains constructible.
The commission pressed the consultants on several operational and budget trade-offs. Engineers recommended a two-pond sheet-flow retention strategy and showed how reducing impervious area and using stabilized/grass parking where code allows could shrink pond sizing and lower import costs. On apparatus-bay drainage, consultants warned that trench drains increase structural reinforcement and add the need for oil-water separators; as a lower-cost alternative they suggested sloped floors with absorbent materials and stricter SOPs for in-house cleanup, and proposed including trench drains and associated piping as a bid alternate. "The cost of the trench drains provides for additional reinforcing around the drains themselves to provide for structural stability," the architect said, recommending that the feature be offered as an alternate if the commission wished to prioritize savings.
Mechanical and health-safety issues drew detailed questions. Engineers described a pressurization strategy for the cascade/gear room to reduce contamination risk and recommended CO/CO2 sensors to alarm if the system lost pressure. On backup power, the electrical engineer recommended a full-standby generator; commissioners favored natural gas if available, and the team agreed to proceed with natural-gas generator design after staff confirmed site service availability.
Cost controls and procurement were central to the discussion. Cost consultant Steve Black and the architect outlined owner-direct-purchase (ODP) opportunities (HVAC units, generator, overhead doors) that could reduce contractor overhead and state sales tax costs; the team also described a 5–6% contingency included in current planning-level estimates and flagged where further value engineering could cut the projected $2.7 million base estimate. Taylor told the commission the Hawthorne comparison project showed both cost-savings opportunities and risk areas; he recommended keeping several features as alternates so the city can select them during bidding.
After extended Q&A, a commissioner moved to approve the design-development documents and move forward to the construction-document phase, with the team to refine pricing, alternates and a schedule that incorporates state grant deadlines. The commission approved the motion by roll call. Staff was directed to return with a refined schedule, vendor verifications, cost comparisons for trench drains vs. the absorbent approach, and clearer owner-direct-purchase guidance ahead of the bidding phase.
Next steps announced at the meeting included producing a more detailed project timeline (including state/subgrant deadlines), completing cost estimates for the base bid and alternates, and convening a follow-up meeting with fire-department operations personnel to ensure design choices match operational SOPs.
The approval does not finalize any construction spending; it authorizes the consultant team to proceed to the next design phase and prepare bid documents that separate alternates per the commission's direction.
