Bainville council approves claims, hires seasonal workers and adopts regional hazard plan

Bainville — The Bainville Town Council on May 12 approved claims and journal vouchers totaling $46,812.96 and payroll of $6,642.33, authorized the purchase of a 6-foot Bobcat broom attachment for $7,500, hired two seasonal employees and adopted the 2024 Eastern Montana Region Hazard Mitigation Plan.
John Gilligan moved to approve the agenda and the council proceeded through routine financial reports before taking votes to authorize claims and payroll. The council approved a $7,500 bid from the Bobcat dealership for a broom attachment at Dan Lambert's request and cleared contracting authority to use two gravel/hauling contractors, Joe Picard and Dave Winn Trucking, with Public Works staff discretion.
Public comment included remarks from resident Cora Norton, who asked about this year’s election schedule and said she "did not agree with the stipend raise for the Fire Chief and Mayor on a per meeting basis." Council members responded that the stipend discussion under consideration would be structured as a monthly payment rather than per meeting and that they would solicit additional community input and resume the topic during the June budget discussions.
The council approved two seasonal hires. John Gilligan moved to hire Darrel Rasmussen with a $0.50 hourly raise; Will Rathbun seconded and the motion passed with Council member Carol Rasmussen abstaining. The council also approved hiring Kaelyn Romo with a $0.50 raise.
The council unanimously adopted a resolution to approve the 2024 Eastern Montana Region Hazard Mitigation Plan. Other items included review of cemetery fencing options, announcement of a community cleanup with roll-off dumpsters on June 13–15, and the Bainville Community Association’s Independence Day celebration on June 28 (meals and a parade; no fireworks due to dry conditions). The town reported a 19.6% water loss for April 2025.
