Commissioners approve routine business: treasurer reports, donations, ESD appointments and new assault response team

Harrison County Commissioners Court handled a series of routine but material items, approving financial reports, accepting donations for the sheriff's K‑9 program, completing several appointments and establishing a statutorily required assault response team.
Treasurer Marla Rushing reported December 2024 beginning cash of $2,115,774.67, receipts of $5,699,699.34 and disbursements of $5,603,043.32, leaving a cash plus investments balance of $22,255,089.48. The court approved publishing the monthly report pursuant to local government code and also approved the county's December investment report, which included Texas Class activity and interest totals reported by Marla Rushing.
On law‑enforcement support, Lieutenant Frank described an anonymous gift of Visitec canine tracking units (four units priced at about $200 each, with first‑year monitoring included) totaling $1,301.52; commissioners accepted the donation. The sheriff's office also reported it is short one K‑9 and is exploring fundraising to purchase a replacement; Frank said dual‑purpose dogs can cost $15,000 and up. The court separately accepted a $200 monthly donor contribution from David Thomas to support the K‑9 program.
The court reappointed five members to Emergency Services District No. 3 (Stuart Agner, Charlene Graff, Keith Purvis, Shirley Shivers and Keith Hill), renewed the bond for the ESD treasurer and appointed Sherry Fisher to the Historical Commission to replace Dee White. Commissioners also approved declaring several fixed assets (intercom radios, a Canon copier and three vehicles) as surplus and authorized donation of five intercom radios to the Gladewater Police Department (approximate value $12,000), after discussion about first offering equipment to local volunteer fire departments and ESDs.
The court approved creation of the county's assault response team pursuant to Local Government Code chapter 351 and named the initial members representing law enforcement, the district attorney's office, health care and nonprofit victim‑services partners. Judge Sims said the state requires the county to establish the team and thanked local staff for getting it organized.
What happens next: staff will publish financial reports, coordinate donation logistics and fund‑raising for the K‑9 replacement, and the assault response team will begin organizing under the named members.
