Kearney aldermen approve water and sewer code changes, authorize traffic-safety study and adopt FY2026 priorities

The Kearney Board of Aldermen on Dec. 2 unanimously approved an ordinance amending the city's water and sewer provisions, authorized a traffic-safety study at the E. 162nd and Nation Road intersection and adopted priorities for fiscal year 2026, then recessed into executive session to discuss personnel.
Finance Director Stephanie Harris presented Bill No. 51-2024, an amendment to Chapter 700 (Water and Sewer Service) and Chapter 720 (User Charge System). Harris said comparative rates and a breakdown of how the shut-off fee was calculated were provided to board members at their seats. After two readings, the board approved the ordinance by a 4–0 roll call; it was assigned Ordinance No. 1600-2024.
Public Works Director Shelie Daniel presented Bill No. 52-2024, an agreement with the Missouri Highways and Transportation Commission under the Transportation Engineering Assistance Program. The city applied for the grant to fund a traffic safety and operational analysis at the E. 162nd and Nation Road intersection. Daniel said the study will evaluate crash risks under existing conditions and recommend proven short- and long-term countermeasures; the study is expected to be completed by the end of May. The ordinance passed on second reading by a 4–0 vote and was numbered Ordinance No. 1601-2024.
Earlier in the meeting the board approved the consent agenda, including minutes from Nov. 18, the paid warrant report for November 2024, and Resolution No. 58-2024, which grants the Knights of Columbus permission to sell alcohol at city-sanctioned events at Jesse James Park and the Kearney Amphitheater during 2025 pending proper state licensing. Alderman David Lehman moved to approve the consent agenda; Alderwoman Kathy Barger seconded and the motion carried unanimously.
Mayor Randy Pogue read and introduced Resolution No. 59-2024, adopting the city's priorities and initiatives for fiscal year 2026. Pogue said the priorities reflect items finalized during a September work session with a new consultant and thanked staff and the board for their participation, calling it "another good session this year." Alderman David Lehman moved to approve the resolution; Alderman Dan Holt seconded and the resolution passed on a unanimous vote.
At 7:43 p.m. Alderman Lehman moved to enter executive session to discuss personnel matters, including hiring and individually identifiable personnel records. Alderman Ashton King seconded; the motion passed by roll call (Holt, Barger, Lehman and King). The meeting was adjourned following the executive session. City Administrator Sheila Ernzen noted the next regular meeting is scheduled for Dec. 16, 2024.
