Frankfort staff and directors update commissioners; several personnel and ordinance items set for April vote

City staff and outside partners used the work session to brief the Board of Commissioners on project status and to flag items for formal action at the next voting meeting.
Eric Cockley, Planning and Community Development director, reported ongoing consultant work on a complete Development Code rewrite and said staff aims to launch a project website by the end of April. Amber Moreland, Finance Director, and Sara Anderson, Public Works Director, updated the board on OpenGov implementation: Finance has conducted training since last fall and is discussing online payments slated for an autumn rollout, Planning is mapping permit types and workflows through weekly meetings, and Public Works is slightly behind schedule.
Cockley also reported the abandoned property list circulated in December, that appeals are open through May, one demolition order has been issued and that Stewart Burch will assist with foreclosure processes. Shawn Pickens and Public Works staff described downtown landscape maintenance and contracted mowing work underway in multiple zones in preparation for Derby.
On personnel and policy items, Kathy Fields (Human Resources) and City Manager Jason Monroe proposed increases to longevity pay and changes to the 401(a) retirement plan to improve retention, particularly for Tier III employees; an amended ordinance will be required. The board asked that the FY2025 audit acceptance, EMS 24/72 discussion, custodial position proposal and longevity/401(a) item be placed on the April Regular Meeting agenda for formal consideration.
The board recessed briefly, convened an executive session to discuss the City Manager’s evaluation and returned to open session with no action taken. The work session adjourned at 6:00 p.m.
