Goshen board schedules Aug. 26 public hearing for CDA Extreme site-plan revisions

The Goshen Planning Board voted to schedule a public hearing on an amended site plan and special-permit application for CDA Extreme’s proposed training center at 2596 Goshen, with the hearing contingent on updated plans being submitted in advance.

Engineer Ross (speaker identified in the meeting) and Joy, the applicant’s representative, described plans to convert roughly 10,381 square feet of an existing building to a recreational training use on a parcel of about 5.3 acres. Joy said the building’s rear loading-dock area will serve as a student drop-off and the applicant will lay out a circular traffic flow with signage and arrows to manage arrivals and departures. Ross said the back area is a large paved maneuvering zone once used by trucks and that the applicant will add striping and designate parking in the rear on revised plans.

Joy told the board the operation will typically run in late-afternoon and evening hours with coaches onsite by about 5 p.m.; at peak periods the facility would have roughly 40 to 45 students and coaches across multiple classes. "The most we have in the building would be 40 to 45 kids on average," she said.

Staff asked the applicant to show the precise back-parking striping, the location of snow storage, and to confirm ADA accessibility. Planning staff noted that certain ADA accommodations for an existing building may be addressed under the 2025 New York State existing building code (section 306.7) exceptions but that the applicant should submit documentation in the special-permit narrative and on revised plans. Staff also flagged building-permit review items, including potential fire-rating or sprinkler requirements depending on the final layout and occupancy.

After discussion the board agreed to set a public hearing for August 26, conditioned on receipt of revised plans to the building department by August 6 that show the requested parking layout, snow-storage location and updated hours of operation. The motion was made during the meeting and seconded by board members; staff instructed the applicant to submit a comprehensive package, including a special-permit narrative addressing noise, vibration and ADA considerations.

The board also discussed utilities and health-department review: the applicant said the owner submitted a water-system schematic to the county health department and had received preliminary comments from the department of health via an engineering consultant. Staff said those reviews should be finalized before the hearing packet is considered complete.

The public hearing date and the condition on revised plans mean the board will consider public comments on the most recent drawings. The board scheduled the hearing but reserved substantive decision until after public input and final plan review.
