Mackinac County commissioners approve PACE program, authorize appraisals and name new medical examiner

The Mackinac County Board of Commissioners on July 9 approved a resolution to establish a PACE (Property Assessed Clean Energy) program, authorized appraisal contracting steps and accepted the retirement of the county’s medical examiner while approving a proposal to replace him.
The board, meeting in the Annex Boardroom in St. Ignace, voted unanimously to adopt the PACE resolution after brief debate over whether the county needed a program similar to the City of St. Ignace’s existing agreement. Commissioner John Kling said the program is "another tool that we can use to get investors into the County and on the tax rolls," while Commissioner Daryl Schroeder questioned how it would benefit the county.
The board approved an appraisal services request for proposals (RFP) and authorized Equalization Director Dulcee Atherton to post the RFP and later select a proposal up to $48,000; Atherton told commissioners that $65,000 had been budgeted for 2026 appraisals but she does not expect spending to reach that amount. "$65,000 was budgeted for appraisals for 2026, but I do not think it will be close to $65,000," Atherton said.
Treasurer Tina Massey requested overtime for her office and the board agreed to allow up to 25 hours of overtime instead of the 50 hours she initially requested. Massey said she "can't pinpoint the exact reason for needing overtime, but the office has been very busy; we are currently doing property visits." The overtime motion passed on a roll call vote: yes — Kling, Kimberling, Patrick, Schroeder; no — St. Louis-Scott.
The board received and accepted a retirement letter from Dr. Carl Hawkins, effective July 31, 2026. Commissioners then accepted a proposal from Dr. Matthew Bowes to provide medical examiner services to the county.
The board approved a funding proposal from EUP Regional Planning for round two of Material Management Planning (MMP). The proposal is paid for by the state after the county covers costs up front, the board was told.
Appointments approved included Mary Kay Tamlyn to the Jury Board and Leah Moskovitz to the Planning Commission. The board approved extra bills totaling $221,493.68 and regular bills totaling $107,069.51, and it approved budget amendments #26-20 through #26-26.
