Council approves special-event permit, discusses easements and invites utilities to present franchise talks

During new business on July 6 the Harwood City Council approved the Harwood Hideout special-event permit contingent on receipt of signatures and clarification of the event dates. Councilmember Dick Sundberg moved approval; Councilmember Chris Higgins seconded, and the motion passed.

The council discussed a proposed lease and building permit request from APLD Air Quality for a facility in Harwood. Members asked for a clearer facility location and an on-site survey; Council directed staff and APLD representatives to gather the information and tabled both the lease and building-permit decision until the August meeting.

Craig Steingaard of Ottertail Power attended to discuss a requested temporary easement and questions about payment; he said he would return with more information on the payment amount and easement language. Councilmember Chris Fix reported receiving an email from Cass County Electric expressing interest in meeting; the council agreed to invite the utility to the August meeting to discuss a potential franchise agreement.

Council also reviewed two bids for a City Hall remodel and requested an updated exterior quote; the remodel discussion was tabled until August. Separately, City Building Inspector Todd Halle presented and the council approved the Bowman building permit after confirming it was residential.

In public comment Kathleen Jorgenson urged stronger enforcement or clearer signage for stop signs and no-parking zones after reporting repeated noncompliance.
