River Ridge CDD approves temporary 'zombie box' for lake aerator in 3-2 vote

The River Ridge Community Development District on Nov. 19 debated relocating an aeration system in Lake E1-C and instead approved a temporary measure. Mr. Willis presented Premier Lakes One-time Work Order Agreement and an updated Bentley Electric proposal that would add 125 feet of electrical work to move the aeration unit farther from its originally proposed location.
After discussion about budget impacts and alternative approaches, the Board voted to install a temporary "zombie box" at the current location for $3,098 and to revisit the larger $10,755 relocation proposals during the FY2026 budget process. The motion, made by Bob Schultz and seconded by Robert Twombly, passed 3-2; Schultz, Twombly and Keith Merrill voted in favor; Terry Mountford and Kurt Blumenthal dissented.
Minutes show the Board considered keeping the existing location temporarily and evaluating the cost/benefit of a permanent relocation in a future budget. The approval directs management to install the temporary power solution while staff reassesses long-term options and budgets for FY2026.
