Parish President Clint Quintmaw proclaimed July 16, 2026, Major Shelby Eugene Ballard Day during the Central Parish Council meeting and announced the council would present Ballard a key to the parish in recognition of his 30 years of military service and leadership of the Veterans Memorial Park. "Major Ballard officially transitions from his role as president of the Veterans Memorial Corps, leaving behind a monumental legacy of selflessness," Quintmaw read in the proclamation.
Major (ret.) Shelby Ballard accepted the honor and thanked volunteers and family, naming people who helped build and maintain the veterans park. "This is totally unexpected on my part," Ballard said, and asked committee members to stand as he acknowledged their contributions.
Human Resources Director Megan Babin then introduced and recognized recent parish retirees, noting that seven retirees over the past seven months represent a combined 162 years of service to Ascension Parish government. Babin named Scott Booty (15 years), Ronald Stevenson (35 years) and Tommy Vessel (14 years) among those being honored and thanked their families for support.
The council and assembled guests gave applause for Ballard and the retirees. The proclamations and recognitions were ceremonial; no formal policy decisions were tied to the presentations. The meeting proceeded to routine business after the acknowledgements.
