Harrison County sheriff's office OKs Chapter 59 budget, Cellebrite subscription and donor increase for K-9 program

Reavis summarized operational figures for Nov. 27, 2024–Jan. 7, 2025, reporting 3,578 total calls for service, 207 criminal reports, 86 assigned cases and a jail population of 246. After the report, commissioners moved to accept an increased monthly donation from David M. Thomas for the sheriff's K-9 program (raised from $200 to $250 per month); motion by Commissioner Hatfield, second by Commissioner Ebarb — approved 4–0.
The court then approved the Chapter 59 budget for calendar year 2025 tied to seizure proceeds; Reavis said the balance is about $300,000 and the sheriff proposes spending roughly $43,000 from that fund for departmental needs. The item passed 4–0.
Finally, commissioners approved a one-year subscription to Cellebrite UFED 4PC for $7,000 (effective Feb. 4, 2025–Feb. 3, 2026). Sheriff staff described the software as an upgrade to the office's capability to extract and decipher data from seized cell phones in criminal investigations.
All three action items — the donation acceptance, Chapter 59 budget and Cellebrite subscription — passed 4–0 at the meeting. The sheriff's office did not present detailed procurement paperwork for the subscription during the public meeting beyond the contract term and amount.
