A committee member reviewed a Gordian change-of-scope report for contractor BMP and told the Norwich Rink Committee that the original roofing proposal was $78,000 but the final bill came in substantially lower. "It ended up coming in at 54,564," the member said, and added that a credit was recorded so remaining capital funds are available for other city building roof repairs.
Committee members reacted positively to the lower final bill and noted there have been no further leaks since repairs were completed. Shannon confirmed contractors responded quickly when roof work briefly exposed equipment during a heavy downpour and that any chiller shutdowns were resolved.
Under new business, a committee member introduced a proposed budget that was not on the posted agenda and stated they would not vote at the meeting to avoid suspending the rules. The draft budget follows existing service agreements, lists professional services (accounting and audit fees), building repairs up to $7,000, and — as presented — projects a net profit after depreciation of about $7,066. The member said audit field work typically begins after Labor Day (around Sept. 15) because the school system must file reports that the city needs to close its books.
Members agreed there was no need for a special meeting and that the budget could be taken up at the regular October meeting unless a filing deadline requires earlier action. There were no formal votes on the proposed budget during the session.
