Zachary council approves multiple land-use permits, adopts surplus-property ordinance and names Jason Venable to ABC board

The Zachary Mayor and Council on June 23 approved a series of routine land-use actions, adopted an ordinance on surplus movable property and confirmed a District 5 appointment.

Council approved Pay Request #2 for the Mt. Pleasant Crosswalks and Walkways (Project #11681) for $66,999.65 after a motion by Councilwoman Ambre DeVirgilio and a second by Councilwoman Brandy Westmoreland. The vote was recorded as unanimous of members present (Councilman James Graves was absent).

During planning and zoning items the council approved a conditional-use permit (CUPMH-01-26) to allow placement of a manufactured home at 7215 Lower Zachary Road. Owner Gabriel Mouton spoke in favor; the permit passed with YEAS from Councilmen John LeBlanc, Ambre DeVirgilio and Jennifer Landry and a NAY from Councilwoman Westmoreland.

The council also approved CUPAB-02-26, allowing a convenience store selling liquor at 20190 Plank Road; that measure passed unanimously of those present. A variance to permit reduced side-yard setbacks at 3558 Robert Street was approved unanimously of members present.

Council adopted Resolution 2026-09 directing the Planning & Zoning Commission to review mobile vendors, mobile vendor permits and special events under the Unified Development Code.

In new business the council opened and closed a public hearing on Ordinance 2026-11, which declares certain movable property surplus and authorizes disposal, donation or abandonment in place; the ordinance was adopted unanimously of members present. The council then voted to appoint Jason Venable as the District 5 appointee to the local Alcoholic Beverage Control (ABC) Board.

All votes noted in the minutes list Councilwoman Brandy Westmoreland, Councilman John LeBlanc, Councilwoman Ambre DeVirgilio and Councilwoman Jennifer Landry as the voting members present; Councilman James Graves was recorded as absent. The meeting adjourned at 8:03 p.m.
