Jefferson County approves $199,289 jail camera upgrade, revokes park authority appointment; planning ordinance progress announced

The Jefferson County Board of Commissioners on July 1 approved a $199,289.25 agreement with Securitas Technology Corporation to upgrade IP video and camera systems at the county jail, citing malfunctioning equipment and staff safety concerns.

Jessiri, the county economic development director, told the board the project has a $162,000 LSA grant. "That certainly makes a huge impact on the bottom line of that project," Jessiri said, adding the work is expected to begin in the coming weeks and months. The chair said the grant has effectively "turned this $200,000 bill into, $37,000 bill."

The board also moved to revoke the appointment of Dylan R. Delio to the Jefferson County Renlow Park Authority, citing a potential conflict because Delio provides engineering services the county prefers he perform as a vendor rather than as a board member. The chair said the county is "grateful for his willingness to serve on the board," but action was necessary to avoid a conflict and allow Delio to provide contracted engineering services.

In other business, commissioners approved routine financial items: minutes from the June 23, 2026 meeting, invoices totaling $1,492,386.63 for the period June 19–July 10, and payroll in the amount of $321,123.59 for the pay period covering June 14–June 27, 2026. The motions were put before the board and carried as recorded by the chair.

The chair also updated the public on a county-led effort to produce a Jefferson County subdivision and land-development ordinance. He said the planning commission, funded in part with DCED support, is "ahead of schedule" and expects to present a draft for public review in August and have materials ready for consideration before year-end. The chair cautioned that state municipal planning law limits county authority over municipalities and urged boroughs and townships that want immediate protections to act locally rather than rely on a county moratorium.

A letter read into the record from John Maloney praised VA staff Jonathan Veil and Mary Walker for help with a long-standing veterans' case; the chair noted Jefferson County veterans receive roughly $800,000 a month in compensation from all sources, which he said supports the local economy. The meeting concluded with an announcement about a public survey for the region's long-range transportation plan and an adjournment.
