Sterling approves change order on KMW water project and amends CDBG budget to release construction funds

The Sterling City Commission on June 15 approved Change Order No. 1 for the KMW expansion water improvement project, increasing the construction contract by $37,495 to employ directional boring for certain segments of a new 12-inch water main to avoid trenching impacts to trees and nearby homeowner property.
City Manager Ian Hutcheson said the change order raises the project construction cost to $1,282,296—about a 3.0% increase from the original figure—but remains $243,804 below the amount of debt issued for the project. Hutcheson said the change is intended to protect the tree canopy in the N. Broadway Avenue right-of-way and minimize damage to private property.
Commissioners discussed concerns about the potential for additional change orders to erode planned savings and asked staff and the contractor to provide advance notice for road closures and water shutoffs. The measure passed 4-1; Commissioner Bob Boltz voted no.
Related to the water improvements, the Commission also approved Contract Amendment No. 1 to the Community Development Block Grant (No. 25-IN-002). Hutcheson explained the amendment removes $254,600 in planning and design fees from the grant-eligible budget, which allows the Kansas Department of Commerce to release the $750,000 award for construction costs. Hutcheson emphasized the amendment does not change amounts owed by the City toward the project.
Hutcheson said he will meet with BG Consultants and Kansas Concrete to clarify expectations and control future change orders. The Commission asked staff to provide advance scheduling notices to affected businesses and residents for any planned water shutoffs or road work.
