River Ridge CDD reviews budget items, hears estimate for inlet repairs and approves minutes and remote participation

During the July 23 River Ridge CDD meeting, District Manager Chuck Adams reviewed budget matters and the five-year Capital Improvement Plan updates provided by Mr. Blumenthal. The board continued discussion about design and permitting for guardhouses, possible transfers to cash sweep accounts, a well and a traffic radar ('traffic hawk'), and other upcoming projects tied to the FY2024/25 budget work.

Mr. Adams presented an estimate from MRI Construction (Estimate #C060-24) totaling $10,692.88 for a Type 9 inlet top intended to keep debris from blocking the structure; staff said they are obtaining an additional proposal and will keep the item on the agenda for follow-up.

The board approved a motion authorizing Supervisor Bob Schultz to attend and fully participate via telephone/Zoom due to exceptional circumstances (motion by Mr. Mountford, second by Mr. Blumenthal; unanimous). The board also approved the meeting minutes as amended; the transcript contains an inconsistency between the date of minutes presented and the date recorded as approved, so the minutes were reported as approved "as amended" without confirming the approved minute date in the record.

Staff reviewed active action items and noted a first traffic project sign was installed; any additional signs would require 10-foot decorative poles. Staff will update the financials to reflect that MRI plugged the end of only one pipe, not two. The next meeting is Aug. 27, 2024, at 1 p.m., when the board will consider adoption of the FY2025 budget.
