Plymouth Airport Commission consents to Elks' leasehold mortgage; moves into executive session on Open Meeting Law complaint

At its April 30 special meeting the Plymouth Airport Commission approved execution of a Notice of Lease and assent to a leasehold mortgage so that the Plymouth Elks Club could secure financing from Eastern Bank.
Attorney Bob Galvin told commissioners the Elks needed to borrow about $60,000 to finish their building and that the lender requested a leasehold mortgage and a Notice of Lease; Galvin said he made edits to the documents and those edits were accepted. Commissioner Paul Worcester moved to approve execution of the Notice of Lease and assent of the landlord; Commissioner Karin Goulian seconded and the motion carried 6-0-0.
Following that vote, commissioners discussed a staff and union briefing held after a court injunction. Chairman Kenneth Fosdick said the briefing grew out of concerns that the Town Manager had improperly inserted himself into airport matters; Galvin said he reassured employees and union representatives that the injunction and recent developments would not change collective bargaining terms and confirmed that he emailed staff to that effect.
Galvin also reported limited direct communication with town officials since the court decision and said he had provided the town with a copy of the injunction and requested a sit-down to resolve outstanding issues. He said the Town Manager had asked former Manager Matt Cardillo for copies of leases for four Airport Commission members, which Galvin considered inappropriate and referred to Town Counsel.
Before adjourning the open meeting, Galvin read a motion to enter executive session to discuss an Open Meeting Law complaint filed by Jennifer Hanlon (dated April 22, 2026) and related litigation (Airport Commission v. Town Manager) under Mass. Gen. L. c. 30A '1(a)(1) and (a)(3). ViceChairman Douglas Crociati moved to adjourn the open meeting and enter executive session with no intent to return to the public session; Commissioner Paul Worcester seconded. The motion carried 6-0-0 and the open meeting was adjourned at 9:28 AM.
Next steps: The commission entered executive session to discuss legal strategy and did not return to the public meeting; no further public actions were taken after adjournment.
