Orangeburg County Council approves three rezonings, advances lease ordinance and adopts proclamations

Orangeburg County Council voted unanimously on May 18, 2026, to approve three rezoning ordinances and advance an ordinance authorizing a county lease for 1520 Russell Street. The council also adopted proclamations for Emergency Medical Services Week and Lupus Awareness Month and voted not to accept a private road into the county maintenance system.
The council approved a third-reading ordinance to rezone property at 3029 Five Chop Road (TMS #0216-00-05-026.000) from FA (Forest Agricultural) to CG (Commercial General). Councilman Joseph Garvin moved the ordinance; Councilwoman Deloris Frazier seconded. The motion carried 7-0-0.
On the same vote, Council approved a second rezoning on third and final reading for a property on Graveyard Rock Road (TMS #0323-07-02-002.000), changing the zoning from FA to CG. Councilman Kenneth McCaster moved the motion; Councilwoman Deloris Frazier seconded. The motion carried 7-0-0.
The council also approved a third rezoning on third reading for property on Rocks Pond Road (TMS #0372-00-01-006.000), changing zoning from FA to RC (Rural Community). Councilman Joseph Garvin moved the motion; Councilwoman Latisha Walker seconded. Motion carried 7-0-0.
The body advanced on second reading an ordinance authorizing Orangeburg County to enter into a lease for property commonly referred to as 1520 Russell Street (TMS #0173-14-12-010.000), naming Monteith Construction Corporation as tenant and Orangeburg County as landlord. Vice-Chair Johnny Ravenell moved the ordinance on second reading; Councilman Kenneth McCaster seconded. The motion passed unanimously.
The council adopted two proclamations: one designating May 17–23, 2026, as Emergency Medical Services Week, and one designating May 2026 as Lupus Awareness Month. Both proclamations were moved and seconded and carried 7-0-0.
Vice-Chair Johnny Ravenell reported the Public Works Committee had reviewed a request to accept Randazzo Court — a private road — into the county road maintenance system and recommended against acceptance. The council voted to accept the committee recommendation and not add the private road to the county maintenance system; the motion carried 7-0-0.
The meeting included a motion to enter executive session for a personnel/appointment discussion under SC Code 30-4-70(a)(1); council voted to go into executive session. The regular session adjourned at 6:12 p.m.
