Orangeburg County Council unanimously adopted an ordinance on June 1 authorizing the county to enforce building permitting, inspections and penalties within the incorporated limits of towns that request enforcement through the county's standard intergovernmental agreement. Vice‑Chair Johnny Ravenell read the ordinance, opened the public hearing (no speakers), and the council passed the measure by a 7‑0 vote after a motion by Councilwoman Deloris Frazier and a second from Councilman Kenneth McCaster.
The ordinance gives Orangeburg County the authority to carry out permitting, inspection and enforcement activities in towns that opt in by intergovernmental agreement. Council members did not ask questions during the public hearing and no public comments were offered on the ordinance.
The council also approved an ordinance authorizing the county to enter into a lease for property commonly described as 1520 Russell Street (TMS# 0173‑14‑12‑010.000), with Monteith Construction Corporation as tenant and Orangeburg County as landlord. Vice‑Chair Ravenell read the ordinance and the council passed it 7‑0 on a motion by Councilman Kenneth McCaster, seconded by Councilwoman Latisha Walker.
Separately, the council accepted a recommendation from the planning commission and denied a rezoning request from Agustin Meza Flores for property listed as 118 Fuguay Ln., TMS #0139‑00‑03‑002.000 (requested change from RS, Residential Single‑Family, to RC, Rural Community). Councilman Joseph Garvin moved to accept the planning commission's recommendation to deny the rezoning; Councilwoman Deloris Frazier seconded and the motion carried 7‑0.
Administrator Harold M. Young summarized funding recommendations from the Orangeburg County Tax & Tourism Advisory Committee. The council approved the committee’s requested allocations by unanimous vote: Town of Springfield — $5,000 to promote the Frog Jump festival; Carolina Splash Mob — $2,500 for advertising; County of Orangeburg — $40,000 for parks, recreation and marketing for the Orangeburg County Conference Center; and City of Orangeburg — $40,000 to promote the city as a tournament destination. The total requested and approved was $87,500.
All motions and votes during the evening were unanimous (7‑0). The meeting adjourned at 5:59 p.m.
