Soldier Township accepts 2024 audit and renews insurance; administration reports on new shop, SB7 and election planning

The Soldier Township Board voted to accept the 2024 fiscal audit after Russell Shipley of Shipley CPA, Inc. reported he "found nothing of concern" during the audit and submitted it to Shawnee County, as required. Trustees also approved the township's property, liability and workers' compensation insurance renewal for 2025 after a presentation from Jim Stewart of Elliott Insurance, who said the proposal showed a slight decrease in workers' compensation premiums and a slight increase in property and liability premiums primarily because of new equipment and the new road maintenance building.
Road Superintendent John Tipton told trustees the road crew spent much of January cleaning up after a snowstorm that damaged mailboxes and yards; the new road shop is nearly complete but the concrete floor sealer applied to the north slab was determined to be inadequate and will be removed and replaced after CFS performs core testing in May or June. Tipton also said pallet racking was purchased to store lubricants and supplies, a pull blade for the John Deere arrived for cul‑de‑sac snow removal testing, and bids have been requested for a new tandem‑axle dump truck per the capital improvement plan.
Administrator Audree Guzman reported several administrative matters: an updated employee handbook is under legal review; she has prepared historical data and an estimated timeline for the new fire station project and said RFP solicitations for bond counsel and design/engineering will follow if SB7 clears the full Senate (SB7 passed out of Senate committee and, if enacted, would take effect July 1, 2025). The Shawnee County Election Officer is preparing a cost estimate for a mail‑in ballot option for bond voting; Guzman said the county estimates the mail‑in option would be provided at no cost to the township. Administration also plans to begin setup and training on the new gWorks accounting software and updated the fixed asset list for insurance purposes.
The board recessed into a 20‑minute executive session to discuss an individual employee's performance under K.S.A. 75‑4319(b)(1) and later resumed open session before adjourning. A special meeting was scheduled for Feb. 18, 2025, to continue discussion on compensation and related matters.
