Soldier Township trustees approve pay-grade revision, mutual-aid pact, bond counsel engagement and equipment purchases

The Soldier Township Board on April 8 approved a series of routine personnel, procurement and contracting actions and heard reports on fire, road and administrative matters.
Treasurer Jerry Glasgow presided and, after approving the consent agenda, the board voted to adopt a revised pay grade scale. "Member Glasgow made motion to approve the Revised Pay Grade Scale, as presented. Member Mathes seconded the motion. Motion carried," the minutes state.
The board also approved a Mutual Aid Agreement with the Shawnee County Wildland Task Force and voted to engage Gilmore Bell as bond counsel; both motions passed after brief discussion (Member Mathes moved/Member Glasgow seconded for the mutual-aid agreement; Member Glasgow moved/Member Mathes seconded for the bond-counsel engagement). The minutes record each as "motion carried" but do not include roll-call tallies.
Fire Department business included Chief Chad Lady reporting that Tanker 71 has returned to service and that the department's new records-management system, ESO, "is now live" with scheduling expected to be available by May 1. The board approved a purchase of Michelin XForce tires for Brush 71 from Pomp's Tire at a total cost of $3,909 after Chief Lady presented vendor quotes.
Road Superintendent John Tipton recommended using Junior Construction to replace curb and gutter at $35 per linear foot; the board approved the work at a total price of $22,750. Tipton also reported that the crew completed winter sand cleanup, repaired yard damage caused by snow removal, installed a cross-road culvert in the Hiller Subdivision, performed mill-and-fill on several subdivision streets, and will begin paving when temperatures remain consistently above freezing. Calhoun Bluff Road is closed for milling and will be chip sealed; Camden Lane will be paved while 46th Street is closed for repairs.
Administrator Audree Guzman told the trustees that legal review of the employee handbook revisions is complete, with employee review meetings scheduled for the end of April and an anticipated board approval at the May meeting. Guzman said concrete cores for the road maintenance building will be tested in May or June to confirm PSI specifications.
On the proposed new fire station, the minutes note that "SB7 successfully passed and was signed into law by the Governor. It will become effective July 1st." The fire-station committee is preparing a drainage plat for board consideration at the May meeting, an RFP solicitation for a design/build team has been issued with design-team approval expected in May, and the board discussed a timeline for a November bond question: a July call for bond issuance (via resolution) and August/September finalization and submission of the ballot question to the county.
Other administrative items included gWorks accounting-software training completed with planned go-live May 1 and a Purplewave surplus auction scheduled for April 29. Member Mike Mathes moved to adjourn at 12:50 p.m.; Member Jerry Glasgow seconded and the motion carried. The next regular meeting is scheduled for May 13, 2025, at 12:15 p.m.
