On the dump license, councilmembers discussed two versions of the agreement — a redline and a final version — and raised practical concerns about insurance requirements. One council member said the city had asked for higher occurrence and aggregate limits in paragraph 6 and noted that obtaining a $2 million per-occurrence policy may be difficult for a non-governmental party. The council approved the license agreement and staff will circulate proposed rules that licensees must follow.
The council granted a special-use permit for the Columbus Evangelical Church's centennial event after a motion by Rick and a second by Cole. There was no substantive opposition recorded.
Council also moved to waive further readings and passed the first reading of Ordinance 372 (2025), which establishes sign permits, associated fees, and restrictions for Granite Peak Park. Councilmembers indicated they expect staff to prepare a proposed rule sheet related to license and permit administration for consideration at a subsequent meeting.
