River Ridge CDD appoints Keith Merrill to vacant board seat; elects officers

At its Oct. 22 meeting the River Ridge Community Development District unanimously appointed resident Keith Merrill to fill the vacant Seat 1 (term expires Nov. 2026) and adopted Resolution 2025-01 to elect and remove district officers.
Bob Schultz, chair of the River Ridge Community Development District Board of Supervisors, nominated longtime Pelican Sound resident Keith Merrill to fill the vacant Seat 1. On a motion by Schultz, seconded by Robert Twombly, the Board voted unanimously to appoint Merrill to the unexpired term, which expires in November 2026.
Cleo Adams, the district manager, administered the Oath of Office to Merrill; Adams and District Counsel Tony Pires then reviewed required ethics training, Form 1 filing, the Sunshine Law, the Code of Ethics for Public Officers and Form 8B conflict disclosures that apply to CDD service.
The Board also adopted Resolution 2025‑01 on a motion by Kurt Blumenthal and seconded by Terry Mountford. The resolution confirmed officer appointments: Bob Schultz as Chair; Terry Mountford as Vice Chair; Kurt Blumenthal, Robert Twombly and Keith Merrill as Assistant Secretaries; it removed James Gilman from officer roles. The motion passed "with all in favor." The Board asked staff to ensure newly sworn members receive the required training and filings.
The appointments and oath conclude the Board’s process to fill Seat 1; the Board’s next meeting was rescheduled to Nov. 19, 2024.
