The RSU 18 School Board approved several administrative and governance items in addition to adopting the FY27 budget.
Personnel: The board voted to hire Lauren Glick as a speech and language pathologist; the superintendent said Ms. Glick previously served RSU 18 for 31 years and is currently employed in SAD 54. The motion to hire was moved and seconded and approved unanimously.
RFQ/firm selection: During the superintendent’s report he announced the district selected EMC of Portland through the RFQ process to assist with project design, energy savings analysis and grant-finding work. "They're a firm that comes in. They help you design projects. They look for energy savings," the Superintendent said.
Warrant articles and fiscal authorities: The board approved using open warrant articles for the district budget meeting so warrant amounts can be increased or decreased, noting open articles avoid typographical lock-ins. It also pre-authorized the administration to transfer up to 5% between cost centers at year-end to address over- or under-spending.
Grants: Members raised concerns about applications that require matching funds. Heather moved—and John seconded—an amendment to restrict preapproval to state and federal grants "that do not have matching requirements." The board passed the amended motion unanimously. The Superintendent pledged not to submit grant applications that would obligate the district to unbudgeted matches without returning to the board.
Next steps: Administration will finalize hiring paperwork, publish guidance on warrant/article handling and proceed with outreach and application work consistent with the board’s limitations.
