Commissioners asked clarifying questions about the purpose and scale of spending; Leatherberry said the immediate spending in Brown County would be limited to EMR implementation and reimbursements and that any future capital projects would be presented separately for local approval.
The court agreed to review the materials and, if comfortable, allow the county judge to proceed with execution; several commissioners asked to table further action until they had time to review the full packet.
