Sleepy Eye council approves parking fine and animal fee updates, accepts donation and routine business

At its May 12 meeting the Sleepy Eye City Council approved updates to parking fines and animal confinement fees, accepted a donation of historic photos, approved routine reports and bills, and declined to object to an exempt gambling permit for St. Mary’s Church.
Mayor Joann Schmidt presided as the Sleepy Eye City Council on May 12 approved a series of routine measures, including updates to parking fines and animal confinement and maintenance fees.
Councilors voted 5-0 to adopt Resolution 9-2026, which updates parking-violation fines, and Resolution 10-2026, which revises confinement and maintenance fees for animals. The council also approved Resolution 8-2026 to accept two historic photos donated to the city from resident Lillian Stimpert.
City staff presented routine reports: the police report and cash fund balances were approved by a 5-0 vote, and the council approved payment of the city’s bills by the same margin. Councilors also voted not to object to an exempt gambling permit application from St. Mary’s Church for events on July 1 and July 26, 2026.
City Attorney Alissa Fischer Groen and City Manager Bob Elston both reported “nothing” during their updates. The meeting began at 7:00 p.m. and adjourned at 7:24 p.m.
The council recorded motions and approvals without further debate; the ordinance cited for a zoning change was set for first reading separately. Further action on any of the items will appear on future agendas as required.
