Commission signs off on dual‑use solar Certificates of Compliance and Churchill Park conservation restriction

At its May 5 meeting the Plympton Conservation Commission unanimously approved two Certificates of Compliance for dual‑use solar at 0 Ring Road (SE266‑0210 and SE266‑0211) and voted to approve the Churchill Park Community Preservation Act conservation restriction, which the Division of Conservation Services (DCS) has approved and which Wildlands Trust, Inc. will hold for the Town.
The commission recorded that the Churchill Park CR had been approved at Town Meeting in 2012 but its execution was delayed; the commission voted to approve the final CR and to sign after the Board of Selectmen. The Commission's motion cited Massachusetts General Laws Chapter 184, Section 32 as the statutory basis for the transfer.
Other business: The commission received a verbal complaint about a property beside the Historical Society Building on Main Street, alleging boats are being washed near Colchester Brook and that boats and trucks with oil and gas are being stored near the brook. Commissioners noted the area is at least 200 feet from the brook and therefore outside commission jurisdiction but said they would keep watch for any encroachment into the 200‑foot Riverfront Area.
Administrative items: Commissioner Amy Cronin reported a resident, Gabriel Lundgren, a State shellfish biologist, has expressed interest in serving as a conservation commissioner; Cronin will follow up. The commission also agreed to create an inventory of vernal pools, post annual reports to the town website, and develop a checklist of best practices for floodplain management. The April 21, 2026 open meeting minutes were approved as written, and the meeting adjourned at 8:16 p.m.
