Troy park committee hires contractor, okays volleyball-net purchase and plans July 4 pageant

The Troy Community Park Committee on June 25 reviewed finances, authorized maintenance work completed by a contractor, approved a later purchase for a new volleyball net and finalized logistics for the July 4 Little Mr. and Miss Firecracker Pageant.
Mary Winder, a member of the Troy Community Park Committee, presented the financial report and said the group has $14,309.48 in its account. Committee members also reported that the disc golf course grand opening drew about 60 attendees.
The committee discussed several maintenance and safety matters. Members raised concerns that playground mulch contained chunks of wood and nails; Betsy Hinds said she had spoken with Jim Horner, head of the city crew, who suggested committee volunteers remove debris, and Hinds said she would notify Mayor Micheal Brissett so the issue is on city officials’ radar. Whetstine said she will investigate rubber mulch options and a Kansas Department of Health and Environment grant that opens in mid-November as a possible funding source for safer surfacing.
The committee confirmed work performed in the park’s native-grass and wildflower area. Luke Terry of Custom Forestry Applications quoted $225 to cut trees and spray stumps and $225 to spray sericea; the committee voted by phone on June 23 to hire him for both jobs and Terry completed the work on June 24.
On June 28, by phone, Selena Smith moved to authorize purchase of a replacement volleyball net for $43.39 with Betsy Hinds as the purchaser; Mary Winder seconded the motion. Those voting in favor were Hinds, Smith, Winder, Denice Franken, Mike Estes and Courtney Owens and the motion passed.
Committee members also discussed mold inside the restroom building. A city-crew helper sprayed mold killer on the restroom wall; Jim Horner advised a second coat is likely needed. Brad Smith provided Hinds a written quote of $2,600 to install two ventilation fans on the west side of the building, remove two concrete blocks to create space, install a humidistat and upgrade the electrical box. Jennifer Whetstine said she will seek a second opinion from King’s Heating and Cooling, and Mary Winder raised the option of replacing the moisture-absorbing partition wall between the men’s and women’s sides.
Members finalized plans for the Little Mr. and Miss Firecracker Pageant scheduled for July 4. Courtney Owens and Betsy Hinds will serve as announcers; Owens reported she had bought trophies, ribbons and other supplies and that her family would provide popcorn and concessions; Whetstine will provide candy and decorate a golf cart for winners to ride, with Hinds driving the cart in the parade. Committee members asked volunteers to arrive at the park at 11:30 a.m. to help with setup.
Other items the committee noted for future action included repair of a wildflower sign, monitoring ragweed at the native-grass edge, potential fall storytime in the park, follow-up about reimbursement for disc golf expenses, discussion of a mural on the restroom wall with Mr. Purdy in the fall, and options for storage and trash receptacles.
The committee set its next meeting for July 23, 2026, at 6 p.m. at the park.
