The Russellville City finance committee on July 16 voted to forward an $83,790 appropriation from the sales tax capital fund (fund O7) to the full council to cover change orders and equipment for a ladder-truck refurbishment.
Chairman Keller moved to forward Item 5 with a recommendation of approval. A city presenter explained the decision to refurbish an existing apparatus rather than buy new, saying the rebuild "saved about the same amount of money for the whole vehicle, 840,000 extra by not buying it brand new." The presenter said the rebuild allows the city to reduce an engine company by running another aerial and retain one vehicle in reserve, and noted a prior plan dating to 2017 for apparatus purchases.
Committee members said they appreciated seeing the long-term plan and detailed cost forecasts that staff maintain for apparatus purchases. The committee moved and seconded forwarding the appropriation recommendation and approved it; the full council will review and must authorize any actual expenditure.
The finance meeting did not authorize procurement or contract award; it recommended the appropriation and forwarded Item 5 for council action.
