Workforce Commission approves 2027 statewide initiative budgets, parks 2028–29 balances

The Workforce Commission on Thursday approved the agency’s staff-recommended statewide initiative funding for fiscal year 2027 and moved remaining 2028–29 balances into a commission reserve for future action.
Chris Nelson, the commission’s chief financial officer, walked commissioners through the spreadsheet showing staff recommendations and the proposed 2027 operating budget and legislative appropriation requests for 2028–29. Nelson said the document shows a statewide initiative balance at the bottom of each page and that staff would make live spreadsheet updates so commissioners need not “do math in public.”
Why it matters: Commissioners said locking down the 2027 allocations is time-sensitive because procurements and program logistics must begin now. Several commissioners emphasized focusing on the coming year while deferring some decisions on 2028–29 until staff prepares LAR (legislative appropriation request) materials.
The commission approved motions to adopt adult education/literacy statewide initiatives and employment services statewide initiatives as recommended by staff. One commissioner moved the TANF statewide initiative funding as read by Nelson and another moved to accept the WIOA statewide initiative funding; both motions were recorded as passing in the meeting record. The transcript records the motions and that “motion passes,” but does not include a roll-call tally of individual votes.
Key allocations confirmed in the meeting record include staff-recommended funding for STEM at $4.6 million in 2027, a $1.0 million TANF allocation to the internship pathway initiative (with an additional $500,000 in WIOA to reach staff’s 1.5 million recommendation), and a set of WIOA tracks including externships for teachers, construction trades, Upskill Texas and a credential library. Nelson told the commission that, after the approved allocations, the 2027 commission reserve balance would remain positive but that staff can adjust post-meeting as grants close.
The commission also voted to move remaining 2028 and 2029 funds into commission reserve for later consideration. Staff noted the LAR deadline (August 21) and said commissioners could return with exceptional-item requests or general-revenue proposals for 2028–29.
Next steps: Staff will begin procurement and program implementation work needed for 2027, circulate final budget numbers and return to the commission with any exceptional-item proposals or adjustments as grant closeouts create additional reserve balance.
