Board accepts $2 million CPRA intergovernmental agreement for land-bridge restoration

The South-of-Bishop levee-district board on July 13 approved an intergovernmental agreement (IGA) with the Louisiana Coastal Protection and Restoration Authority (CPRA) that provides $2,000,000 for engineering and design of a land-bridge restoration project (BA0308).
"CPRA canceled the Mid Barataria Sediment Diversion Project because the relatively small area of benefit in Plaquemines Parish did not justify the increased $3,000,000,000 price tag," the district's general manager, Ned, told the board, saying CPRA reprogrammed the funds to the land-bridge restoration effort. He said the new IGA matches the previous agreement language but clarifies the project area and increases funding for engineering and design from $150,000 to $2,000,000.
The board voted to accept the new IGA and authorized the general manager to execute related documents. Board members discussed ensuring the project's geographic coverage met local priorities and confirmed the funding source was CPRA (GOMESA-related funding was noted in discussion).
The meeting also included project updates related to coastal work: engineering progress on La Rose Lock, permitting steps for d north/d south Lehi improvements, and plans for marsh-creation and Reach K work. Delta Coast and project-engineering staff described survey and permit steps, and an approximately $3.5 million marsh-creation proposal was submitted through the state for federal BRIC funding review.
The board was told the CPRA will hold a July 15 meeting at Nicholls State University's Coastal Center where the district's general manager plans to give an update; a livestream is available at coastal.la.gov.
