Residents press council on personnel time, property litigation and audit impacts during public comment

Several residents used the June 1 public-comment period to press the council for information about personnel and property matters and to raise concerns about the audit process.
J.R. Burns of 109 Yvonne Avenue asked for additional information from the council about Samantha Young's compensatory time and inquired about pending litigation concerning a local junkyard property. Burns also said that if the Proctor property were developed, the resulting water and sewer tap fees could increase the city's monthly revenue and that a developer might generate sufficient resources to acquire a water and sewer system and seek de-annexation.
Council Member Rick Baird offered to remain after the meeting to clarify Burns's questions. Timothy Bessent, an unincorporated county resident, asked whether Harris's software issues would delay completion of the 2021 audit; Elaine Koch responded that the software issues would not delay completion of the 2021 audit.
Paula Joy, an unincorporated county resident, criticized council member conduct at a prior meeting, referenced a letter from Senator Sainz and comments from the Board of Elections about computer and staffing issues, and said the unresolved audit has left the city unable to receive state or federal grant funding. The council did not take any immediate action in response to the public commenters during the meeting.
