Board unanimously approves consent items and one-year transfer from debt service to operations

The Bartholomew Con School Corp board voted unanimously on July 20 to approve the meeting's consent agenda and several administrative motions, including a one-time resolution to transfer funds from the district's debt-service fund to the operations fund to address a spring property-tax credit distribution.
Dr. Phillips had outlined the items in the consent docket (8A'H), which included supplemental contracts, school fundraisers, field trips, two payroll runs, a final closeout change order for athletic-field improvements and a proposed settlement closeout on a three-year-old lawsuit. He also noted the transfer resolution responds to a legislative mechanism that allowed districts to spread losses from certain property-tax credits across funds.
"It allowed us the legislature allowed us one time to spread the losses from those credits across both operations and debt service, and then transfer those funds from debt service to operations," Dr. Phillips said.
During discussion a board member asked whether the transfer amount (referenced in meeting materials as $734,000) covered multiple years or a single distribution. Administration clarified it pertains to the spring distribution and is a one-year action: "So it's from spring property taxes... it'll just be this one year," an administrator said.
Mister Nallen moved to approve items 8A through 8H; Mister Major seconded. The roll-call vote was 5-0 in favor.
Other votes that evening included approval of the June 15 meeting minutes (item 7A), moved by Mister Nallen and seconded by Mister Major, which passed 5-0; and approval of personnel recommendations (items 9A/9B), which the board also approved unanimously after a motion by Mister Schultz and a second by Mister Major.
What happens next: Administration said the scheduled budget hearing is Sept. 21 and that the district will complete a more detailed budget workshop on Aug. 31 to review the four major funds and salary/supply detail ahead of the official budget adoption work this fall.
