Kindred auditor reports software migration, audits in progress; council approves health insurance renewal

City Auditor Tabitha Arnaud told the council Feb. 4 that the city’s firewall and network installation is complete, that Banyon utility billing software migration is in progress and that staff training and occasional office closures will be needed to finalize the system ahead of February meter reading and billing.
Arnaud also reported that new kitchen appliances were delivered and cabinet orders finalized for the Memorial Building, that the employee handbook draft from HighRoad Partners is forthcoming, and that the 2021-22 audit received approval from the North Dakota State Auditor’s Office while the 2023-24 audit remains in progress with Widmer Roel, with anticipated completion in March or April.
Council approved the March 1, 2026 BCBSND renewal and related Section 125 POP documents by motion (Peraza moved; Spelhaug seconded; roll-call vote; motion carried unanimously). The auditor discussed a draft 2025 year-end financial report and proposed transfers to close old funds pending final audit validation; a finalized year-end report will be provided once the current audit is complete.
Council also approved consent calendar items that included prior meeting minutes, tax exemptions for new construction at two addresses, a delinquent utility accounts list and bills for payment and financial reports for January 2026.
