Airport authority asks council to review special assessments on airport-owned lot; council tables request for further research

Craig Hertsgaard, a board member of the Kindred–Davenport Airport Authority, asked the Kindred City Council to review special assessments attached to a residential lot at 406 Newport Pkwy that the airport acquired to improve safety buffers.
Hertsgaard said the parcel was purchased to reduce pedestrian and bicyclist safety concerns and that developers had described the lot as "unbuildable." He reported the airport first learned of the special assessments when it received a 2025 tax statement and said notices of special assessment hearings had been overlooked internally. Hertsgaard also noted that the Park District parcel on Newport Parkway was not assessed for the same projects.
City staff reported that notices and hearings had been published and that the special-assessment process had been followed; auditors and staff identified conflicting electronic files and indicated county records go back only to 2012, so additional time is needed to research the assessments’ certification history. Council suggested the airport consider combining that parcel into larger airport parcels to avoid future assessment anomalies.
After discussion, the council tabled the request until next month to allow staff and the airport authority to research records and reconcile assessment certifications.
