Kindred approves higher bid for City Hall renovation amid debate over scope and cost

The Kindred City Council approved a contract for City Hall renovations with Platinum Builders LLC after reviewing two bids with differing scopes.
Council considered a $30,000 bid from HookSet Remodeling that excluded plumbing, electrical and HVAC work, and a more comprehensive estimate from Platinum Builders LLC of about $67,465 that included electrical/HVAC as estimated line items. Platinum Builders’ owner Paul Carlson attended the meeting to discuss the estimate and explained that electrical and HVAC costs were estimates pending detailed design.
Council discussed the renovation scope — two offices on the south side of the meeting room (one connecting to City Hall offices), a storage room in the northeast corner, changed doors, a new payment box, insulation, painting, and commercial carpet tile flooring. Members also debated the impact on meeting space and whether additional offices were needed given planned shop building offices.
A motion to approve the Platinum Builders proposal passed on a roll-call vote (YES: Council Member Spelhaug, Council Member Ronningen, Council Member Peraza; NO: Council Member Sharp). Council authorized staff to proceed with contract finalization and to protect new flooring during other work.
