Kindred council authorizes loan applications, approves engineering invoices for water and paving projects

Kindred City Council voted Feb. 4 to advance several infrastructure projects by approving resolutions to submit loan applications and by approving consulting invoices.
Council approved a resolution to submit a North Dakota Department of Environmental Quality State Revolving Fund (NDDEQ/SRF) loan application for Meadow Trails Phase 1 and the Elm Street watermain replacement (District No. 2025-2). The council separately approved a resolution authorizing submission of an NDDEQ/SRF loan application for Newport Ridge and 7th Avenue paving (District Nos. 2024-1 and 2024-2) to enable reimbursement of eligible expenses.
Council members also approved payment of several Moore Engineering invoices: invoice 7316 for $2,614.88, invoice 7315 for $2,686.75, invoice 7321 for $1,099.50, and invoice 7317 for $2,440.00. Motions for the resolutions and invoices were moved and seconded as recorded in the minutes and carried by roll-call votes.
The city engineer reported ongoing work on water reservoir improvements and noted that the County Road 15 shared-use path grant application was resubmitted to NDDOT following a previous denial. After Cass County’s updated multi-hazard mitigation plan was approved, council authorized the city auditor to submit a Hazard Mitigation Grant Program (HMGP) application to fund siren improvements.
The actions advance planned capital projects and ensure engineering work and grant/loan applications can proceed. The council did not set final construction contracts during this meeting; approvals were limited to resolutions, invoice payments and grant/loan application authorization.
