Killdeer commission approves multiple land sales, demolition contracting, hires and audits

The Killdeer City Commission on Feb. 17 approved a series of contracts, property transactions and personnel actions during a meeting that ran from 5:00 to 7:06 p.m.
Among the votes, commissioners approved Cordova Construction’s $116,745 quote to remove the social services building and ambulance bay, and Total Control’s $44,000 quote to remove asbestos tile from the same site. Commissioner Cindy Hanson made the motion; Commissioner Jeff Fair seconded, and the motion passed on a unanimous roll-call vote.
The commission accepted a $600,000 counteroffer from Lone Wolfe Properties for Lots 2–5 in Block 21 of the HWBL Addition and approved a corresponding purchase agreement, and accepted a $100,000 counteroffer from Killdeer Mountain Manufacturing for Units 5–6 and part of 7 in the Killdeer Mall. Those motions were made and seconded by commissioners and passed by roll-call votes as recorded in the meeting minutes.
On the long-vacant property at 155 Central Ave SE the commission reviewed two private bids—$1 from Dean Schmeling and $100 from Tylon Lee—to fully remove and tear down a metal building. Motions to accept either bid failed for lack of a second. Commissioner Chris Fenstermaker then moved to re-advertise the demolition for competitive bids with a completion deadline of April 30, 2026; Commissioner Jeff Fair seconded. Commission President Logan Wallace and Commissioners Greg Nordsven, Fenstermaker and Fair voted aye; Commissioner Cindy Hanson voted nay. The motion carried.
On personnel and administrative matters, the commission authorized listing to hire three part‑time police officers; approved up to $20,000 to pay Rath & Mehrer for the 2025 audit; and approved paid leave for staff attending the funeral of former building inspector Ron Fettig. The commission also voted to offer Terrald and Carol Bang $275,000 for a 10‑acre parcel in the BA Addition.
Finally, the commission voted to extend the up-to‑$2,000 building permit fee forgiveness to Jan. 1, 2024, as recorded in the meeting minutes. The minutes do not include discussion clarifying why the extension is retroactive.
The meeting adjourned at 7:06 p.m. The minutes show the approved bills for payment totaled $286,472.94.
