Parks, water updates: USDA dock proposal, community garden plans and Modified Phase III water shortage

Commissioner Blaze Drinkwine provided multiple parks updates at the May 5 meeting. He said he is working on a proposal to the U.S. Department of Agriculture to fund a new dock; Saint Leo University has expressed interest in connecting the dock to its campus. Drinkwine also reported that installing Wi‑Fi and cameras across parks would be too costly at this time.
A resident of Rosewood requested adding playground equipment to the dog park; Drinkwine noted the city already has a swing set in storage and will consider bringing a proposal to add equipment forward. Drinkwine said UF Extension is pursuing establishment of a community garden, possibly located near the racquetball court or BBQ pit area, and there may be a partnership opportunity with New Horizon Methodist Church for a field behind the church.
On water issues, Commissioner Sasha Madden (participating via Zoom) said the city remains under a Modified Phase III water shortage and staff continue to monitor incorrect usage. D.C. Johnson & Associates requested consideration for a water bill to cover watering new landscaping in the right-of-way paved parking near their office; Mayor Vogel advised them to contact the water commissioner directly.
No formal votes were taken on the parks proposals or the D.C. Johnson billing request during the meeting.
