San Antonio commission approves routine consents, hires new city-legal firm and grants conditional water access

The San Antonio commission met Feb. 17, 2026, and approved a series of routine and local-government actions, including accepting the consent agenda, authorizing a new contractual arrangement for the city attorney, awarding a $1,800 right-of-way trimming contract and granting conditional access to city water for a petitioner who will coordinate further with staff and the Town of Saint Leo.
Mayor John Vogel II reported that he attended the legislative session in Tallahassee and said the city needs to begin spending funds for a new water tower. He also noted that he and Commissioners Caitlin Bolender and Blaze Drinkwine qualified unopposed for three open seats and read a proclamation in honor of Black History Month.
On legal representation, City Attorney Gerald T. Buhr told the commission his prior firm, Saxon & Gilmore, has dissolved and asked that the city continue his representation under his new firm, Darrow Everett. Commissioner Sasha Madden moved to authorize the mayor to sign the agreement; Commissioner Randy Huckabee seconded, and the motion passed unanimously.
Under streets business, commissioners discussed a pending right-of-way vacation request and received trimming quotes for Palm Street. Resident Clint Anstead of Hartman Road advocated for trimming. Commissioner Randy Huckabee moved to accept CAM Unlimited's $1,800 proposal for right-of-way trimming; Commissioner Caitlin Bolender seconded and the motion passed unanimously.
In Waterworks matters, Commissioner Sasha Madden said the commission discussed creating a formal leak forgiveness policy by ordinance, with a future vote to follow. Petitioner Paul Midili of Pasco Road requested an exemption for a new out-of-city water connection, citing a prior connection and hardship resulting from a roundabout project and eminent domain impacts; the property is zoned commercial in the Town of Saint Leo and the owners plan to operate an ice cream shop and rental business space. Commissioner Huckabee moved to grant the petitioner access to water pending further discussion with staff and the Town of Saint Leo; Commissioner Madden seconded and the motion passed unanimously.
Other routine items: Commissioner Caitlin Bolender reported January building permit activity totaling $134,741.82. Parks programming continues with Market in the Park every second Saturday; city staff announced upcoming park events on March 14 and April 11 and a blood drive on March 3.
