Essex County approves recontracts and Code Blue funding for community providers

Essex County commissioners approved a package of resolutions (Nos. 27–34) that renew subcontract awards for community services and provide supplemental sheltering funds for the county’s cold‑weather Code Blue program.
Terrence McCoy, who identified himself as staff with the Division of Community Action, told commissioners the package includes a Code Blue renewal and recontracting under the Community Service Block Grant. McCoy listed subcontracted awards: Irvington Neighborhood — $93,000; Montclair Neighborhood Development — $67,500; Joyce Angel — $87,500; Seed Time Outreach — $60,000. He also said the county will provide an additional $100,000 from the homeless trust fund to the YMCA to continue sheltering services.
McCoy described federal delays affecting HUD amendments: "We are still awaiting to hear back from the federal side for our HUD grants," he said, adding the county expected further clarity by the end of March. Commissioner Mary Thomas asked about the latest information from HUD; McCoy said the county has a meeting at the end of March to discuss those outstanding items.
The board moved and approved the resolutions by roll call. McCoy also requested a ministerial name correction for a prior vendor record (New Jersey Community Research Initiatives corrected to North Of Jersey Community Research Initiatives), which the board approved.
Commissioners asked for continued monitoring of disbursements given federal timing; staff said they would report back after the scheduled federal/state meetings.
