Sopchoppy council adopts ordinance to set connection, capacity and hydrant rules

Attorney Dan Cox presented Ordinance 2026-01 — establishing connection and capacity fees, fire hydrant and suppression requirements, data-log policies and road-bore responsibilities — and the ordinance was read aloud by title only. City Clerk Ashley Schilling asked that the effective date be changed to take effect immediately upon adoption. Councilman Lewis moved to adopt Ordinance 2026-01 with that change; Councilwoman Westmark seconded the motion and the measure passed 4-0.
Cox told the council the ordinance is intended to recover costs rather than generate profit, saying it is "for cost recovery only and not a money maker." The ordinance includes procedural definitions and provisions for severability and an effective date as adopted.
The council did not record a roll-call of individual fee amounts in the meeting minutes beyond the motion to adopt; implementation will follow the ordinance language and any administrative fee schedules the clerk and public works staff publish. The council set the ordinance to take effect immediately upon adoption, per the motion.
The council adjourned after completing the item; staff will proceed with administrative steps to implement the fee schedule under the adopted ordinance.
