FSEC project updates: Carriger, Hop Hill, Wallula Gap, GoldenEye and others

The council received a series of shorter project updates and staff notes on upcoming public comment windows.
- Carriger (Carrijah) Solar: Joanne Snarski said staff received pre‑construction draft plans (vegetation and weed management, habitat restoration, and the Initial Site Restoration Plan). The ISRP has been sent to the Yakama Nation and other plans are under review by the Department of Fish and Wildlife. A 14‑day public comment period on the ISRP is anticipated in late August.
- Hop Hill Solar: Kevin Taylor (reporting for John Barnes) said staff received a supplemental cultural resources survey that will require additional data collection before limited confidential circulation to eligible parties.
- Wallula Gap: Trevor Taylor reported ongoing work with the applicant and the Yakama Nation cultural resources program to address identified traditional cultural property concerns; staff are coordinating with Ecology on wetlands and water recommendations.
- GoldenEye battery storage: Joanne Snarski reported the Upper Skagit Indian Tribe notified FSEC of traditional cultural properties potentially impacted; FSEC met with DAHP and plans to meet with the tribe in coming weeks.
- Other routine updates: Staff noted site visits for several projects and that public comment periods and permit renewals are being scheduled as required.
