Sewall's Point rescinds larger drainage approvals, OKs up to $30,000 interim fix for South River Road

The Sewall's Point Town Commission voted unanimously on Oct. 8 to rescind prior approvals tied to a larger South River Road stormwater project and to authorize an interim yard-drain/PVC inlet fix not to exceed $30,000.
Consultant Mister Capper told the commission the ponding problem at the South River Road at Mandalay Road intersection can be addressed in two ways: a lower-cost interim system of PVC pipe and yard drains (estimated at under $30,000) to reduce ponding, or a larger underground exfiltration and inlet system that would be part of an ultimate solution should the town secure a $2,000,000 grant. "We proposed initially putting in a system of concrete pipe and some inlets and exfiltration trench...that price came in a little higher than we had hoped," Mister Capper said, describing the cheaper interim approach chosen tonight.
Town Manager Mister Daniels told the commission that to pursue the interim option cleanly, staff recommended rescinding the June 18 vote that had authorized $440,000 for CEI/design and the prior authorization to spend up to $250,000 from special project funding; the commission approved rescission and then approved the interim project.
Commissioners raised budget and timing questions. Vice Mayor Fender and others asked staff to explore alternatives to drawing on the capital millage fund; Mister Daniels said staff could research other budget sources but that the interim work fits the capital fund's intended use. Mister Kirsman (commissioner) and others emphasized the value of the larger grant-funded project, noting prior grant success has covered much stormwater work to date.
Residents voiced concerns about nearby property impacts. Cindy Lucas (referenced in the meeting) and staff discussed options for an adjacent property — whether to fill or to allow a low-lying treatment area — and Mister Capper said the interim PVC system would not make the water management system perfect but would reduce ponding and maintain access.
The commission approved two formal actions: rescinding the larger-authority expenditures and authorizing the interim yard-drain project (Sunshine Land Design), not to exceed $30,000, with the town manager authorized to sign within his financial limits. Staff said they hope to begin work in late October or November and to complete the interim work before the holidays if possible.
The commission also directed staff to continue pursuing the larger grant and to return with any necessary procurement or budget amendments for the long-term solution.
